The Human Rights Watch organization published a report which called the Guerillas the police force of Colombia, emphasizing the strengthening of the Ejército de Liberación Nacional (National Liberation Army, ELN) and other armed groups in the Colombian department of Arauca and the Venezuelan state of Apure.
