After Mexican President Andrés Manuel López Obrador shook up the Latin American diplomatic world by insisting that the administration of U.S. President Joe Biden invite all countries of the hemisphere (including the decidedly non-democratic Cuba, Venezuela, and Nicaragua) to the planned Summit of the Americas scheduled to take place in Los Angeles, California, in June 2022, Biden made some surprising moves. He announced the relaxation of the measures imposed on Cuba by the Trump administration, particularly restrictions on commercial flights to the island and the sending of remittances, and floated the possible lifting of sanctions on Venezuela to allow negotiations between the Venezuelan state oil company PDVSA and the American Chevron Corporation. Biden’s actions served to agitate the already churning situation, and generated plenty of commentary, speculation, and opinion.
