The Effect of Uneven Leadership Across Latin America in the Face of Covid-19

In the month after February 26, 2020, when the first case of Covid-19 was diagnosed in Brazil, the countries of Latin America and the Caribbean set an erratic and uncoordinated series of courses. Their varying reactions and approaches were determined by their most senior leaders, in particular their heads of state. These leaders’ levels of engagement in those first weeks may have determined how many people will ultimately die in their respective countries. Pundits drew up their own particular lists of those who rose to the challenge, and those who fell short, but sadly it was apparent to all that the region’s two largest countries, Brazil and Mexico, may be in for a rough ride in the coming months.
