The heirs of the family that has run the tequila giant José Cuervo for 250 years have made plans to transform its dilapidated Mexican city into an elegant tourist destination featuring five star hotels and a cultural center.  The attraction of the city, as its name–Tequila– suggests, is evident, but the local narco powers are a bit of an impediment.
