Ecuadorian President Declares State of Exception

Issue Sep 10-16 2025: Ecuadorian President Daniel Noboa has declared a state of exception in seven provinces due to “serious internal disturbances,” as roads are blocked across the country to protest the elimination of a state subsidy on diesel fuel. The state of exception is scheduled to last 60 days and specifically affects the provinces of Carchi, Imbabura, Pichincha, Azuay, Bolívar, Cotopaxi, and Santo Domingo de los Tsáchilas.
