Issue Feb 14-20 2024: Since the beginning of 2024, Colombian prison guards have repeatedly been targeted by gang members’ attacks. This came to a head following the death of Jesús Cárdenas, a guard who worked at a prison in San Sebastián de Ternera, Cartagena. In response, the Instituto Nacional Penitenciario y Carcelario—otherwise known as INPEC—declared a prison emergency throughout Colombia.
