La Oroya, a Peruvian mining city situated about 110 miles from the capital city of Lima, has long been a controversial issue, much in part due to its very existence. The winds that blow through the city carry a strong metal scent due to the smelter, owned by an American company called Cerro de Pasco Corporation.
