Issue Sep 02-08 2026: The government recognized territories, authorities, languages, jurisdictions, and knowledge systems that did not come into existence only when they were incorporated into a constitution, law, or decree. They were already there. Indigenous peoples have been active agents of that transformation, not passive recipients of it.
