Uruguay Achieves Universal Basic Education but Slides Backward on Inequality and Segregation

Issue Mar 11-17 2026: Every two years, Uruguay’s National Institute of Educational Evaluation (Ineed) carries out a global analysis of the country’s school system. The organization’s latest report indicates that among that system’s main achievements in 2023 and 2024 were “universal coverage for ages corresponding to medium basic education” and higher graduation rates, although it also admits that the progress “remains clearly inadequate.”
