Issue Feb 18-24 2026: After the passing of Supreme Decree 5552, which restructures Bolivia’s vice-presidency, eliminating many of its administrative functions, together with a controversial constitutional appeal by Vice President Edmand Lara Montaño designed to silence a former official who has been critical of his tenure, lawyer and former prosecutor Jaime Soliz has argued that Bolivian President Rodrigo Paz Pereira has no choice going forward but to govern by decree, given his lack of support in the legislature and the head of that body’s incapacity to exercise strong leadership.
