Germany will not send to prison an ex-physician of Colonia Dignidad, Harmut Hopp, who is a wanted fugitive in Chile. Colonia Dignidad, or later Villa Baviera, was founded in 1961 by ex-Nazi Paul Schäfer who tortured and abused hundreds of young people.
