Democracy and Plebiscites

Every system of government proclaims that its goal is to improve the lives of the people it presides over, which is why most governments insist that they are democratic. The constitution of Cuba, to cite only one example, entrusts the communist party with governing the nation because it is supposedly the entity best equipped to lead society and the state, a notion which has helped legitimize, at least in theory, the Castro regime since 1959. Similarly, the satellite republics of the old Soviet Union claimed to be “popular democracies.”
