Flare-Up in Peru and Chile’s Enduring Border Dispute Over the “Terrestrial Triangle”

Smoldering tensions between Chile and Peru flared after Santiago reacted angrily to President Ollanta Humala of Peru’s unilateral decision on November 7, 2015 to create a new district, called LaYarada-Los Palos, inside a disputed border region.  The Chilean government, rejecting the actionwhich tore open a century-old dispute, insisted that the district “unquestionably includes Chilean territory” and has “no legal basis.”  The Peruvian move asserts their sovereignty over a tiny four-hectare (10-acre) wedge of land.  The desolate region where the district is located changed hands during the 19th century “War of the Pacific” between the two countries (and Bolivia).  Diplomatic recriminations were exchanged as sabers were rattled (though ever so slightly).
